The General Assembly constituted by the representative from member cooperative elects Board of Directors (BOD) for the tenure of 5 year including chairman, Vice-Chairman and 10 members representing 2 from each development region. The chairman, with the prior consultation with BOD can nominate 5 members including at least one women to BOD from among the subject matter experts who have substantially contributed to the development of cooperatives. As provisioned in the Bye-laws of NCF/N, among the Chairmen of the central cooperative unions 3 Chairman and Registrar of the Department of cooperatives are the ex-offico members. NCF/N's bye-laws has provision for 23 BOD. General Manager holds the post of Secretary of the BODs.

        As provisioned in the Cooperative Act, 1992 and also in the NCF/Ns' Bye-laws, a Accounts Committee having 3 members including a Convenor, has been constituted by the General Assembly. It is responsible to examine the books of accounts and supervise the activities of NCF including policy, decision, programme and performance.
